Impact on legistation of total rewards

Paper instructions:
The Impact of Legislation on Total Rewards

Though the ways in which employers provide total rewards is an internal process, it is often impacted by various external factors that are beyond the control of organizations. One factor with significant impact is legislation passed by government entities. Across countries and cultures, government entities can assume different roles. In the United States, legislation has the potential to not only impact the design and delivery of total rewards, but also the supply and demand of the labor market. For example, in 1938, the passage of the Fair Labor Standards Act (FLSA) addressed child labor laws, minimum wage, and also solidified the 44-hour workweek as the maximum amount an employee could work. At the time, this legislation greatly impacted the output of products that many U.S. factories could achieve as they realigned their standards to comply with government policies.

Since then, many regulations and laws have been passed at the federal, state, and local levels in the United States, many of which are in response to identified trends in the economy and in society. For example, the Equal Pay Act of 1963, which focuses on reducing sex-based pay disparities, was created because of pressure from the feminist movement during the 1960s. Today’s legislative environment has government officials focusing on current important topics such as executive compensation, health care, and unemployment.

As portrayed above, government legislation, regulations, and guidelines are created to address and minimize perceived injustices in the labor force. Though they may be beneficial to the workforce, they can greatly impact an organization’s options for pay levels, forms of pay, and pay mix in total rewards packages.
