Comprehensive Emergency Management

You have recently been appointed Chair of a new Private Sector Emergency and Disaster Preparedness Committee for FEMA. The committee has been tasked with developing guidelines for emergency and disaster planning which could be recommended to all private sector entities. You are to take a “whole community” approach in putting together your guidelines for all phases.

Things to consider:
Keeping in mind a relatively recent (in the last five years) Presidential Policy Directive – How will you approach the following challenge of developing efficient, well-organized, sustainable, Comprehensive Emergency Management (CEM) planning guidelines for the Private Sector?
What are the four phases? What is/should be done in each phase? How are the phases different? How are the phases connected?
What are the different doctrine that create comprehensive emergency management? (for example: NIMS, NRF, PPD-8, CPG-101, etc.)
What is resiliency? What is “whole community”? How do we address/include these in the discussion of comprehensive emergency management?
